A Wisconsin woman filed a lawsuit against the Illinois State Police after she suffered a life-altering brain injury in a car accident. A trooper was allegedly speeding when he collided with her vehicle in July 2021.

Angel Shipley-Hewer was driving home to Wisconsin when her vehicle got a flat tire. She exited Interstate 294 near Oak Brook, Illinois, and pulled over as far right as possible because there was no road shoulder. Shipley-Hewer switched on her hazard lights while waiting for a tow truck to arrive.

Shipley-Hewer’s lawyer said the Illinois state trooper was allegedly driving faster than the posted speed limit. Dashcam footage from his patrol vehicle shows he was allegedly accelerating and traveling 40 miles per hour when he struck her vehicle. Authorities did not issue any citations to the trooper.

Shipley-Hewer suffered a brain injury in the car accident. She is no longer able to work or care for herself.
